PENARTH provides a wide and varied range of activities for young people, blending community engagement, adventure and creativity.
The town’s official youth council, Penarth Youth Action, empowers 11‑ to 18‑year‑olds to meet regularly, campaign on issues that matter to them, volunteer for civic causes and engage directly with local decision‑makers.
In addition, several youth clubs supported by the Vale of Glamorgan Council offer safe, inclusive spaces for ages 11–25, where participants can try sports, arts and crafts, cooking, gain Duke of Edinburgh or Welsh Baccalaureate credits and go on trips or residential weekends.
Penarth Sea Cadets provide a hands‑on naval‑style programme with activities ranging from sailing and windsurfing to rock climbing, marine engineering and camping, earning national recognition including the Gold Burgee for excellence.
The Scouting movement is also strong, with multiple Scout groups in town connected to the Penarth District and the wider Cardiff & Vale Scout Area, offering Beaver, Cub, Scout and Explorer sections.
Additional opportunities abound through performing arts classes, dance and gymnastics, activities at Penarth Leisure Centre, community‑organized events via churches and local partners, and charity organisations like Challenge Wales, ensuring young people can pursue interests in sports, culture, fitness and social action.
PENARTH YOUTH ACTIVITIES
Penarth Sea Cadets
Penarth Sea Cadets, based in Stanwell Crescent, offers young people aged roughly 12 to 18 (plus a junior section for ages nine to 12) hands-on nautical training and life skills rooted in Royal Navy traditions.
As a registered charity, they focus on building confidence, resilience, teamwork, leadership and responsibility through a structured programme that includes waterborne activities, navigation, marine engineering, first aid and adventurous training.
Participation in the unit includes regular evening parades, weekend camps and annual events such as their Remembrance Parade, where cadets proudly commemorate local maritime history – most recently honouring HMS Glamorgan and its Falklands veterans in June 2023.
The unit’s dedication has been recognised with national accolades like the Gold Burgee, reflecting excellence in training and community involvement.
Today, Penarth Sea Cadets continue to be an active presence in the town, providing a blend of nautical adventure, personal development, and civic engagement for its members.

Penarth Youth Action
Penarth Youth Action is the town’s official youth council, established in 2008 as a partnership between the Vale Youth Service and Penarth Town Council.
Geared towards young people aged 11 to 18, it gives members the opportunity to act as youth councillors, articulate the views and concerns of their peers and collaborate directly with local decision‑makers.
Through monthly meetings, members engage in discussions about issues such as community facilities, environmental awareness and youth services, while also organising public events such as ‘Activate’ open‑days and contributing to town initiatives including the Christmas lights and Jubilee celebrations.
The programme mixes social interaction – team‑building, training, fun activities – with meaningful civic contribution, enabling participants to gain volunteering hours for qualifications such as the Duke of Edinburgh Award or Welsh Baccalaureate.
Supported by youth workers and town councillors, Penarth Youth Action exemplifies youth engagement in local governance, providing a platform for young voices, fostering leadership and delivering tangible improvements in their community.

Penarth & District Scout Activity Centre
Penarth & District Scout Activity Centre (PADSAC), located off Bedwas Place, serves as a busy hub for local Scouting and community groups. Originally built in 1988 and refurbished in 2010, the centre houses a main hall and meeting rooms equipped with a kitchen, showers, accessible facilities, car parking and outdoor space.
It is operated by Penarth District Scout Council (the registered charity behind PADSAC) and hosts regular Beaver, Cub, Scout and Explorer meetings, as well as community classes like toddler groups, fitness and dance sessions, and private events.
With flexible availability – weekday evenings, weekends and even overnight for Scout and Guide groups – it supports youth development, social activity, and civic engagement in Penarth.
Penarth supports a lively scouting community with a number of active Scout groups affiliated to the Penarth & District Scout District within ScoutsCymru. These include the 1st Penarth, 6th Penarth Trinity Methodist, 12th Penarth, 15th Penarth and 94th Penarth Guide & Scout groups.

Performing Arts
Penarth’s performing arts scene brims with energy and variety, nurturing talent through all ages and artistic interests.
Stagecoach Penarth, based at Ysgol Pen-Y-Garth, offers weekly dance, drama, and singing classes for children aged four to 18, blending creative skill‑building with confidence and communication development.
For those who prefer weekend classes, Jigsaw Performing Arts School provides similarly structured sessions in dance, drama and singing at St Cyres sschool on Saturday mornings for participants from three to 18 years old.
Beyond tuition, the town supports community ensembles like Penarth Community Choir, which brings together local singers for social music-making and civic events.
Amateur theatre thrives through the Penarth Players and various youth theatre opportunities. Music and theatre hubs such as The Paget Rooms and Turner House Gallery play host to performances, concerts, open-mic nights and exhibitions, providing a stage for both emerging and established talent.
Jeff Guppy School of Musical Theatre further enriches the local scene by offering classes in musical theatre, drama and dance for a broad age range, while Penarth schools such as Stanwell School stage large-scale productions including Les Miserables and Phantom of the Opera, showcasing the depth of local youth involvement.

Challenge Wales
Until very recently, Challenge Wales was a Penarth-based sail training charity centred on the 72-foot tall ship Challenge Wales (formerly a round‑the‑world racing yacht) and, for a time, a 60-foot schooner Adventure Wales. Serving young people aged 12–25 – especially those facing disadvantage – it combined hands-on voyages with life-skill development in teamwork, leadership, resilience, communication, marine science and mental well-being.
Operating from Penarth Marina and Crown House on Windsor Road, the charity offered day sails, residential trips, accredited RYA courses and Duke of Edinburgh’s Award voyages, all designed to boost confidence, employability, and social inclusion. Structured bursaries ensured wide access, while corporate sailing experiences helped fund youth programmes. Volunteers and staff supported both youth and adult participants, and shore-based environmental projects like waterway clean-ups and microplastics awareness were also conducted.
Recognised through awards such as Sail Training International’s Vessel of the Year and national youth work prizes, Challenge Wales stood as a flagship in maritime education and personal development anchored in Penarth’s waters.
Sadly, faced with mounting financial pressures, the Challenge Wales trustees announced in September 2025 that the charity was to close. So it was that Challenge Wales set sail from Penarth Marina for the final time in the early hours of September 20, before completing its final adventure voyages.
